The cutouts are doing a job, not decorating. Each one sits where the strap leaves the waistband and continues into the seat panel, so the opening is the natural gap between two pieces rather than a hole cut into one. That is why the edges hold their shape instead of curling, and why the seat stays put when the wearer moves.

It is also the detail that reads at a distance. The cutout breaks the silhouette at the widest point of the garment, which gives the back view a line to follow — and the back view is what sells this style, since it is the only angle that shows what the Monarch actually is.
